Codes & Inspection
Modular homes are built to the same residential codes as site-built homes.
Not HUD
Manufactured homes follow the federal HUD code. Modular homes do not: they are built to state and local building codes (typically the IRC for one- and two-family dwellings and the IBC for larger buildings) and set on a permanent foundation. See Fannie Mae’s guidance on factory-built housing.
Two inspections
Most states inspect modules during manufacturing and again after delivery, in addition to the local inspection of foundation, utilities and set. Each module carries a state seal or data plate.
